Scope of work

The project was a major redevelopment and upgrade of Pacific Fair Shopping Centre that ran from 2015 – 2018 and cost a total of $650m.

The main objective was to completely rebuild the resort area of the centre from the ground up, and upgrade and renovate the existing malls to complete a full refresh of the entire centre.

The client worked in partnership with Scentre Group Design & Construct (Westfield) to complete the major construction works and partnered with BSG Commercial amongst a few other smaller contractors to complete the upgrades and refurbishment of the existing malls.

The works we completed ranged from small kiosk-style shops or small inline food retailers right through to large format tenancies such as Zara, Big W, EMF Gym, restaurants and cinemas.

Works Included

  • Defitting, reconfiguration and relocation of over 80 tenancies throughout the existing malls

  • Refurbishing the standalone buildings currently housing Country Road and Kookai, including:

    • Structural alterations
    • New roofing and shopfronts
    • Full services including mechanical ventilation, fire sprinklers and electrical and plumbing upgrades
  • Involved in numerous project works as part of the major redevelopment including:

    • Food court upgrade
    • Play Street Lane Way upgrade
    • Car park upgrades
    • Amenities upgrades
    • Loading dock and corridor upgrades
    • Re-roofing and facade upgrades
  • At the completion of the major construction of the new resort, when Scentre Group handed back the site to AMP Capital to open and trade from the new build, BSG Commercial continued to create and develop numerous tenancies that were not yet leased or ready for trade. This included creating new tenancy spaces by building new walls and installing the required services, such as mechanical ventilation/HVAC, electrical, fire services and plumbing to make the spaces ready to be fit out by the tenants.

  • BSG Commercial was also involved in:

    • Supply and installation of shopfront hoardings
    • Maintenance works
    • Ongoing building services once the development was completed
  • BSG remains a preferred contractor within Pacific Fair Shopping Centre, continuing to carry out projects, tenancy works and shopfront hoardings.

CHALLENGES

The biggest challenge we faced was tight time constraints and short notice on tenancy relocations/reconfigurations. As the lease deals were done, the works would commence within days and the timelines to hand over to tenants were often within a couple of weeks.

We also had to face the challenges of working in a live environment with most work happening overnight. This led to noise issues with local residents and also made it difficult to manage staff.

We learned to manage our work by differentiating between intrusive works and non-intrusive works and separated this by day and night works, managing the staffing or contractor requirements accordingly.

Working in live shopping centre environments is difficult as the rules and requirements are extremely complex when you bring in a large variety of trades and materials. You need to deliver on tight timelines while ensuring all contractors are pre-qualified, inducted, and signed with their pre-start requirements, such as Contractor Access Forms, isolations, hot works permits, etc.

OUTCOME AND IMPACT

Ultimately, BSG Commercial adapted quickly to this environment and was tenacious in the level and quality of service we provided to go above and beyond the client’s expectations. We understood the position the client was in during such a large-scale development and used our initiative to deliver a high level of professional service.

TECHNOLOGY AND INNOVATIONS

BSG Commercial faced this development with the end goal in sight, knowing there were going to be innovative and creative approaches needed to hit our target. As a company, we made significant changes to how we approached the works and how we prepared and executed them to hit our targets and keep within our budgets and time constraints.

These initiatives included quoting techniques, scheduling, staffing and contractor allocations, and behind-the-scenes administration works that ultimately proved to be a success.
